State of Alabama executive budget, state publications, 1935-[Onging].

The Governor is the chief executive of the state whose function is to administer the laws of the state. These are the Governor's executive budgets of the State of Alabama. These budget documents are compiled from information provided by agencies to the Governor's Office, with recommendations added by the Governor, before being transmitted to the Legislature by the Governor. This publication covers quadrennial budget periods from 1935-1943, a biennial budget period from 1943-1975, and annual budget periods from 1976 to the present. This publication is divided into three parts. The first part contains 1) the Governor's message transmitting the document, 2) the statement of the condition of the Treasury for the previous fiscal period, 3) a statement showing the bonded indebtedness and the conditionof the sinking funds for the state, 4) a summary of appropriations recommended and estimated conditions on the Treasury if put into effect, 5) a summary of a summary of the appropriations recommended to aencies, boards, commission, educational institutions, or other unit of government with expenditures for the past budget period, and 6) a summary of estimated reserves in comparison with actual revenues for the past fiscal period, or a condensed statement of appropriations. The second part contains details of expenditures for past budget periods and recommended appropriations for the next fiscal period. This is the heart of the publication, and by far the most lengthy. The third part contains the General Appropriations bill, the Alabama Special Education Trust Fund Appropriation bill, and nay other appropriation bills enacted. The structure of the publication remained essentially unchanged over the years, (but see below) and more detail was added. Beginning in 1968 the third part was eliminated. A summary budget was released beginning with the 1974-1975 document.
